PAIA manual
This manual explains what records Stellenbyte Solutions holds and how you can request access to them. Every private body in South Africa is required to have one and to make it available on its website — the exemptions for small businesses ended on 31 December 2021.

3. Records available without a formal request
The following are freely available on this website and need no PAIA request: our service descriptions and pricing, our Terms of Service, our Privacy Policy, our company and legal information, and this manual.
No notice has been published under section 52(2) of PAIA listing categories of records automatically available.
4. Records held, by category
Records are held in these subject categories. Listing a category does not mean access will be granted — each request is assessed against the grounds for refusal in Chapter 4 of PAIA.
| Company records | Incorporation documents, CIPC filings, resolutions, statutory registers |
| Financial records | Invoices, quotations, bank records, annual financial statements, tax returns and SARS correspondence |
| Client records | Service agreements, quotations, support tickets, system documentation, correspondence |
| Supplier records | Vendor agreements, hardware and licence purchase records |
| Employment records | Contracts of employment, payroll records, personnel files (if and when staff are employed) |
| Marketing records | Website content, enquiry form submissions, outreach correspondence |
| Insurance and legal | Insurance policies, legal correspondence and advice |
5. Records held under other legislation
Records are kept as required by, among others, the Companies Act 71 of 2008, the Income Tax Act 58 of 1962, the Tax Administration Act 28 of 2011, the Value-Added Tax Act 89 of 1991 (should we register), the Basic Conditions of Employment Act 75 of 1997, the Labour Relations Act 66 of 1995 and the Protection of Personal Information Act 4 of 2013.
6. How to request access to a record
- Complete the prescribed request form (Form 2 of the PAIA Regulations), available from the Information Regulator's website.
- Send it to the Information Officer at info@stellenbyte.co.za, or deliver it to our physical address above.
- Provide enough detail to identify the record and to identify yourself, and state the form of access you want and how you would like to be informed of the decision.
- If you are requesting the record in order to exercise or protect a right, say which right and explain how the record would help.
- Pay the prescribed request fee, where one applies.
We will decide within 30 days of receiving the request and notify you in writing. That period may be extended by a further 30 days where the request is for a large number of records or requires a search of records held elsewhere; we will tell you if that happens and why. If we do not respond in time, the request is regarded as refused and you may lodge a complaint with the Information Regulator or apply to court.
7. Grounds on which access may be refused
Access must or may be refused in the circumstances set out in Chapter 4 of PAIA, including where disclosure would unreasonably breach another person's privacy (s63), disclose a third party's commercial information or trade secrets (s64), breach a duty of confidence (s65), endanger a person or property (s66), prejudice legal proceedings or privileged records (s67), or reveal our own commercial information where disclosure would harm us (s68). Where a request is refused we will give reasons and explain how to appeal.
8. Fees
Fees are those prescribed by regulation under PAIA and are payable in the amounts current at the time of the request. A request fee is payable on submission for requests other than a request for your own personal information; an access fee covering reproduction, search and preparation time may be payable before the record is handed over. We will notify you of the amount before proceeding, and you may appeal against the fee.
9. Remedies
PAIA provides no internal appeal against a decision of a private body. If you are dissatisfied you may lodge a complaint with the Information Regulator, or apply to a court with jurisdiction, within 180 days of being notified of the decision.
10. Availability of this manual
This manual is available free of charge on this website, and on request at our physical address, by email, and to the Information Regulator. It is reviewed annually and updated whenever our details change.
